HMO landlords: your address and the licence register

Last reviewed

In short

If your property is licensed as an HMO, or under additional or selective licensing, the council's public register of licences must include the licence holder's name and address. What address the council will accept is for the council, so ask its licensing team. A landlord address can still be your address for tenant notices and the PRS database, and it handles the extra post a shared house brings.

Is an HMO licence holder's address public?

Yes, in most cases. Under the Housing Act 2004 councils keep a public register of the licences they grant, covering HMO, additional and selective licensing. Regulation 11 of the Licensing and Management of Houses in Multiple Occupation and Other Houses (Miscellaneous Provisions) (England) Regulations 2006 says the register must include the name and address of the licence holder and of the person managing the house.

Councils say this plainly. The London Borough of Hammersmith and Fulham, for example, explains that licence holders' names and addresses are included in its register because the regulations require it. If you hold the licence yourself and gave your home address, that is the address on the register.

Can I use a correspondence address on the licence register?

That is a question for your council. The regulations say the register must include the licence holder's address, and what the council will accept as that address is up to the council. Before you apply for or renew a licence, ask the licensing team whether it will accept a correspondence address and whether it needs your home address for its own records as well.

We cannot promise that a council will put a landlord address on its register, and you should not rely on it until the council has confirmed. What we can do is make sure that any letter the council sends to your landlord address is flagged as official post and that you are told the same working day.

Why does a shared house mean more post?

A shared house usually has more tenants than a single family let, and more tenants means more post. Tenants write with repairs and notices, the council's licensing team writes about applications, renewals and conditions, and deposit schemes write about each deposit. Each of those needs to reach you, and quickly.

With Landlord Address every item is logged the day it arrives with the sender, type and date, and letters are scanned within one working day. Post from tenants, courts, councils, HMRC and deposit schemes is flagged and you are told the same working day. Recorded and signed-for letters are signed for by our staff and logged. See mail handling and service levels.

Does every HMO tenant need a section 48 address?

Section 48 of the Landlord and Tenant Act 1987 says a landlord must give the tenant, by notice, an address in England and Wales where notices can be served. Until that is done, rent is treated as not due. In a shared house give the notice to every tenant named on each tenancy, and again whenever the address changes.

For assured tenancies in England from 1 May 2026 the written statement of terms must also include an address in England and Wales where notices can be served. One landlord address for every room and every tenancy keeps your paperwork consistent. Customers get a section 48 notice already filled in with their name and reference.

Do HMO landlords register on the PRS database?

If you let on assured or regulated tenancies in England, yes. Register your rental property opens region by region from 15 December 2026. Landlords must register themselves and each property at £65 per property, renewed every year, and not registering can mean a penalty of up to £7,000. Individual landlords give a residential address, and for each property a correspondence address in England or Wales that cannot be a PO Box. You also give any HMO, additional or selective licence number for the property. GOV.UK says landlord and property details are not shared publicly for now, but some may be made public in future. Read the PRS database explained.

What a landlord address cannot do for an HMO

  • It cannot decide what your council publishes. Only the council can say what address it accepts for the licence holder.
  • It cannot take your home address out of the PRS database, which still collects your residential address.
  • It may not be enough on written rent demands. Section 47 asks for the landlord's own name and address. Read section 47 and rent demands.
  • It never makes you unreachable. Every customer is identity checked and misuse ends the service.

HMO questions

Does the register show my managing agent too?

Regulation 11 says the register must include the name and address of the person managing the house as well as the licence holder. If your agent is the person managing the house, their name and address are included.

Where can people see the register?

Each council keeps its own register. Ask your council how people can view it and what it shows.

Is the price higher for an HMO?

No. One annual price covers every property you let: £49 for your first year when you sign up online, then £99 a year. If you run several HMOs and expect a lot of post, ask for a portfolio quote.

Do you accept parcels for tenants?

No. We handle letters and large letters addressed to your reference only, and we do not accept parcels.
